This development follows a 2023 framework agreement with the Angolan government and a 20-year concession signed with the Luanda Port Authority in April 2024.

Under the agreement, AD Ports holds an 81% stake in the terminal venture and a 90% stake in a logistics venture with Unicargas.

The company plans to invest $250 million by 2026 to modernize the terminal and expand Noatum Unicargas Logistics. This joint venture will offer integrated logistics, transport, and freight forwarding services for both regional and international clients.

Mohamed Eidha Al Menhali, Regional CEO of AD Ports Group, stated, "This marks a significant milestone as we begin operations at Noatum Ports Luanda Terminal and Noatum Unicargas Logistics. With the planned upgrades, we aim to capture the expected 3.3% annual growth in Angola’s container volumes over the next decade."

The terminal will undergo significant upgrades to handle general cargo, containers, and roll-on/roll-off (ro-ro) operations. It will feature a 16-metre deep berth to accommodate large vessels of up to 14,000 TEU. Advanced port equipment and modern IT systems are being implemented to optimize container handling and high-density operations.

This project is part of AD Ports Group's broader investment strategy in Africa. The company has committed over $800 million to ports, logistics, and shipping infrastructure across sub-Saharan Africa, including projects in Egypt, the Republic of Congo, and Tanzania.
