The report, based on shipping data and an unnamed source familiar with oil deliveries, suggests that the disruption may be linked to damage at a key oil facility.

A source from Ukraine’s Security Service informed the Kyiv Independent that drones targeted the Andreapol oil pumping station in Russia’s Tver Oblast during the night of Jan. 29. This station is part of the Baltic Pipeline System-2, which supplies crude oil to Ust-Luga.

"The Russians had to shut down the main pipeline that supplies oil to the Ust-Luga terminal in Leningrad Oblast," the Ukrainian source claimed.

Shipping data supports reports of halted operations. A vessel departed the port early on Jan. 29, but no further activity has been recorded since. Oil deliveries from Ust-Luga reportedly dropped to zero that day, with no official reason given for the halt.

Ust-Luga's Status in Russian Oil Export

Ust-Luga port processed approximately 650,000 barrels of crude oil per day in 2024, accounting for around 20% of Russia's seaborne crude exports. The facility is part of Russia’s extensive pipeline network operated by state-owned Transneft.

Ukraine has previously conducted drone strikes targeting Russian oil infrastructure to disrupt fuel supplies and limit energy revenues that support Russia’s war efforts.
